Hello friends! Today I would like to introduce to you the Chief Engineer's duties and responsibilities on the ship:

A)  To help the Master in all matters relating to shipboard labor management and vessel operations

As a chief and ultimate man in the engine department, he is responsible for the overall business thereof. He implements company policies, administers and distributes work to his subordinates and ensures that each performs his assigned task.

B)   Responsible for the upliftment of morale and discipline of all Engine Department personnel and for the management of said Department

The Chief Engineer shall undertake to boost his subordinates’ morale by proper motivation and guidance in their respective assignments. He shall enforce disciplinary measures against erring crewmember and shall coordinate with the order officers on matters which are not under his exclusive jurisdiction.

     C)   Responsible for the operation and maintenance of machinery and other equipment under the responsibility of the Engine Department

Installs machinery needed in the Engine Department, ensures that all equipment thereat are in good running condition. He checks each machine/equipment for needed repairs.

D)   Supervise engine operations, trials, or repairs on deficiencies detected in the engine

The Chief Engineer has overall control of engine operations. He shall make regular maintenance test of all machinery/equipment and shall perform necessary repairs when necessary.

E)   Assume responsibility for the maintenance of machinery in the engine room and the management of fuel and lubricating oil and other ship stores

    The Chief Engineer shall administer the proper use f supplies in the engine department in order to avoid wastage and minimize expenses.

F)    Make efforts to load more cargo and increase operating efficiency of the machinery and use of fuel oil and lubricating oil

           The Chief Engineer shall ensure that the efficiency of fuel and lubricating oils are maximized.
   
G)  Personally supervise the bunkering operations

Being the head of the Engine Department, the Chief Engineer shall personally supervise bunkering operations.

H) Take measures to prevent air pollution and marine pollution when carrying out various tasks

As a safety and quality officer, the Chief Engineer shall ensure the proper use and handling of fuel oil, lube oil, lubricants, chemicals used in his department to avoid pollution to the environment.

I)   Pay particular attention to the accuracy of measuring instruments

In addition to the proper upkeep of machinery/equipment, the Chief Engineer shall ensure that measuring devices are set accurately in order to ensure a prompt and safe voyage onboard.

J)   Supervise the operating and repair of the engine

The Chief Engineer shall supervise the regular repairs on the main engine.

K)  Request for the Master’s permission if the maintenance work will affect the ship’s operations

Whenever maintenance work shall require a great deal of time or when it will interfere to the usual work onboard, the Chief Engineer shall first ask the Master’s approval as to the time and date when said work shall be undertaken.

L)  Guide subordinates and evaluate their performance according to prescribed guidelines

As a safety and quality office, the Chief Engineer shall monitor the performance of officers and crewmembers under his command. He shall evaluate the performance of each in accordance with the quality of work produced by each.

M) Offer guidance and educate subordinate

The Chief Engineer shall provide technical guidance and training to his subordinates in order that everyone is given a chance to improve his technical know-how and be useful in order areas of work onboard the vessel.

N)  Ensure that oils and combustible gases in the engine room are handled carefully and take measures to prevent the fires and explosions

    The Chief Engineer shall ensure that oils and combustible gases are handled/used with extra precaution in order to prevent fires and explosions.

O)  Manage matters related to safety and health in the engine department

The Chief Engineer shall ensure report any possible health hazards onboard and shall take action in order to correct any unhealthful condition.

P)  Maintain important documents, drawings and other records under the responsibility of the Engine Department in safe custody

Documents pertaining to the Engine department shall be under the custody of he Chief Engineer.

Q)  Prepare engine log abstracts and other related documents

The Chief Engineer shall have responsibility to prepare engine log abstracts and shall ensure the accuracy of the same.

R)  Report important matters to the Master without delay

The Chief Engineer shall inform the Master of any peculiar incident that happened in his Department or whenever a particular incident is beyond the scope of his powers and a decision has to be done in said case.

S)  Turn over his duties and responsibilities to the First Engineer in his absence

The Chief Engineer shall prepare a Hand-Over Note describing the particular workload turned-over, duties and responsibilities together with an inventory list of important machinery.

Chief should NEVER have to ask a captain permission to do anything, that should be the other way around. FACT
